Lindsay Sales
Chief Advisor — Health Systems Reform, Governance & Public-Private Partnerships

- Lindsay Sales is a senior health-system executive and international adviser with more than 40 years of experience supporting governments, healthcare organisations and executive teams across the Middle East, Asia-Pacific and Europe.
- His career spans government reform, healthcare delivery, regulation, financing and international development, with a particular focus on translating policy and reform ambitions into practical governance, institutional structures and sustainable service-delivery models.
- Lindsay has held senior leadership roles within national health systems, including Deputy Director General of Health in New Zealand, where his responsibilities included national health policy, regulation, purchasing and oversight of a national health budget of approximately NZ$5.4 billion. He also advised ministers on hospital governance, service purchasing, public-private partnerships and broader health-system reform.
- In the GCC, Lindsay has worked extensively on major healthcare reform programmes. In Bahrain, he served as Director of the Programme Management Office for the Supreme Council of Health, directing implementation of national reforms associated with social health insurance, provider autonomy, information systems, governance and engagement with private-sector providers and insurers.
- His UAE experience includes leading major elements of the Dubai health reforms. He served as an initiating Chief Operating Officer supporting the establishment of a new public healthcare corporation covering five hospitals, 21 clinics and approximately 9,500 staff, and later worked as Transition Director with PA Consulting and as initiating Chief Executive Officer of a healthcare regulatory and licensing agency.
- In Saudi Arabia, Lindsay served as Healthcare Specialist for Healthcare UK within UK Trade & Investment, based at the British Embassy in Riyadh. During this period, he helped secure approximately £600 million in healthcare business wins over two years and developed a further pipeline of approximately £1 billion, while building relationships across government, healthcare providers, insurers and academic organisations.
- Lindsay has also advised governments and international organisations including the World Bank, Asian Development Bank and AusAID on health-system restructuring, hospital autonomy, public-private partnerships, regulation, provider contracting, primary care, disaster recovery and institutional strengthening across multiple countries.
- Across these assignments, Lindsay has worked at the intersection of policy, governance and implementation — helping leaders establish clear institutional responsibilities, strengthen accountability and move complex reform programmes from strategy into delivery.
